That it’s much too cold for humans and important animals to be outside anymore, therefore she declares it to be “Cuddlin’ Time” for the next 6 weeks.  All qualified creatures (not the dogs) will be required to spend at least 75% of their day cuddlin’ in warm afghans, comforters and quilts with at least ONE cat present.
